Want to know how I achieved this for under $50! I have two words for you, Dollar Tree. Everything you see is DIY, but it's super easy.
Backdrop $4
For the purple green backdrop I used 3 table clothes for $1 each. Here's the video I used for that:

I also added some shimmery streamers ($1) to give it a some what mermaid/aquatic look.

The Paper Pom Poms $5
Now Luckily for me these come already made! The small ones are three or four for $1 (sorry I can't remember, either way it's a great deal)! The big ones are two for $1! All you have to do is open, fluff to your liking , and hang!

The Tissue Paper Three $2
Thats write this costed me $2 to make ( with the exception of the glue gun I had to purchase for $5 at Target)! I used a foam board and a pack of gift bag tissue paper. I drew my three and cut it out. Then I cut the tissue papers into small squares and scrunched them up ( btw you don't have to cut up all the tissue). After that's done you get an idea of how you want to place them then start gluing.

Now this would have been cheaper if I could find the right candy , for my theme, at the Dollar Tree, but all I found there were the glasses and the sour gummy worms( fish bait). I purchased the twizzlers and lifesavers at Walmart for about $5 or $6. The signs were made with construction paper.

Party Favors $12
The brown paper gift bags were three for $1. I cut out the sea shells with construction paper and glued them on to the bags. Then I drew the details of the sea shells with a sharpie. $3
You can get creative with the party favors depending on your party theme. I had some animal and sea creature puzzles, bubbles, and kazoos (purchased at target). $7
I also made little mermaid crowns for the girls. $2
